The capacity of the fastener market continues to grow, but the share of imports is increasing at a noticeable pace
According to experts, the annual increase in the capacity of the fasteners market is 7%. In recent years, there has been an increase in the share of imported products and a decrease in the production of domestic enterprises. A similar trend has continued in 2025. For 7 months of 2025, the sale of general-purpose fasteners of Russian production decreased by 21% compared to the same period last year.
In the Russian market of imported fasteners, two main groups of suppliers can be distinguished. The former offer products, analogues of which are produced in Russia. The latter supply fasteners, which are not produced in the country. Imports of fasteners for 8 months of 2025 amounted to 301.4 thousand tons. This is 38 thousand tons (+14.4%) more than the volume of imports for the same period in 2024. This is facilitated by the absence of protective measures, the state program to support imports in China and an attractive exchange rate for imports.
Exports of fasteners for 8 months of 2025 decreased by 11.1 thousand tons (-54.4%) compared to the same period last year. Experts attribute this trend to the impact of sanctions and insufficient support for exporters by the state.
The plastic fasteners market also showed a decline in monetary (-3%) and physical (-5%) terms in the first half of 2025. Despite the slowdown in the pace of housing commissioning in Russia, it is the sector of individual housing construction that supports the demand for plastic dowels and general construction dowel nails.
The range of fasteners can be estimated at 40-50 thousand units of the assortment, while positions with an annual turnover of less than 50 kg account for 16 thousand units of them, it is not profitable to produce such products.
Among the challenges of the fastener market, one can note a change in consumer demand, which affects the liquidity of inventories. Investments are also required, which are constrained by the key rate.
The situation in the hardware market should be considered separately.
According to the Prommetiz Association, for 9 months of 2025, the hardware market reduced its capacity to 160 thousand tons compared to the same period last year. Sales of all products of enterprises that are members of the Association for 9 months of 2025 amounted to 1,437 thousand tons, which is 91.1% of the level of the previous year.
This trend is a reflection of the state in the industries that consume hardware products - first of all, construction and mechanical engineering. Market experts note a reduction in the consumption of hardware products and a growing share of imports from China, which leads to a decrease in the utilization of Russian production capacities. The growing share of imports in the hardware sector is also affected by the current tariff regulation: the import duty on fasteners from China is only 5%, a similar duty on imports to China reaches $100-500.
Industry experts note the importance of creating equal competitive conditions in the market: the introduction of mirror duties and quotas for the import of hardware products. The size of the quota should be determined by the difference between the market capacity and the volume of domestic production.
Among the prospects for 2026, market players see growth points in the implementation of major national projects related to the development of transport infrastructure. Also, an important step for the industry will be the development and adoption of measures to protect the domestic market.
